Step by Step Guide to a Haz Comm Program
This job aid is designed to assist supervisors in developing their 风险沟通 Plan in compliance with University of Idaho’s 风险沟通 Program Administrative Procedure Manual 35.60 和 OSHA 危险通报标准 29 CFR 1910.1200 风险沟通 Program. Each work unit must develop, implement, 和 maintain a written 风险沟通 Program. 在准备中, supervisors should complete the online course titled 风险沟通 for Supervisors.
Create a 风险沟通 binder that is easily recognizable 和 large enough to contain the written plan, 化学库存, 安全 Data Sheets 和 training records. An example of a binder cover 和 section tabs to create a binder can be found in the supervisor 和 employee resources sections.
The Written 风险沟通 Plan addresses who is in charge of administering the 风险沟通 Program, the requirements for labeling of containers 和 other forms of warning, information employees need 和 the training requirements. Whenever hazardous materials are transferred into portable or secondary containers, the person transferring the material is responsible for ensuring that the portable container is labeled appropriately. At a minimum, portable containers must include:
- The name of the product (exactly as it appears on the related SDS); 和
- Appropriate pictograms or hazard statements.
If the container size allows for a larger label, the labels will include:
- The name of the product (exactly as it appears on the related SDS);

- Applicable hazard statements; 和
- 合适的信号字.

Each work unit must maintain a 化学库存 of all hazardous materials in the work area that is updated, 至少, 每年. The person with primary responsibility for this program must ensure a complete file of 安全 Data Sheets for the hazardous chemicals used by the workers for which he/she is responsible is maintained 和 accessible to his/her workers during their work shifts. This file must be organized for easy access to individual SDSs 和 cross-referenced to the inventory of hazardous chemicals.
Employees shall complete the online course titled “与GHS进行危险通报.” In addition to these general training requirements, the person with primary responsibility for this program must ensure each employee for whom he/she is responsible is provided any extra training specific to the hazards present in the work unit area 和 document this training. Employees must be given the opportunity to review the specific 安全 Data Sheets for the products they use in the workplace prior to using the product.
